The material it is made out of is waterproof on the inside, so for example if you had wet towels/swimming gear it would prevent the water penetrating through the bag material and wetting your clothes as you carry the bag. However the seams are stitched, not liquid sealed. So it will not perform like a dry bag. It would be fine getting splashed/sprayed with a little water on the boat, but not if it sat in a pool of water.
