Typically this is a Optical/Toslink cable with 1 side is 3.5mm and the other side is standard optical connection. This cable is use in the siutaition where your device has a optical connection that is using 3.5mm connection instead of the standard optical connection. You canot use this cable for your 3.5mm output (eg from PC/TV 3.5mm headphone port) and connect to your sound bar / AV receiver that has optical input or resreve way optical output to a 3.5mm input to your amplifier etc. The cable itself do not convert any signal.  It is just a cable and most of the time for sign conversion eg from digital to analog, you need to purchase a DAC (Digital to Analog Converter).
