It definitely softens the appearance of any contrasting freckles, etc. But it is a silicone base, so it does not dry. It stays in that moistened, matte finish state. It is definitely not a good primer for foundation because your foundation just smears right off if you touch it. I have used products like this before and had mixed results. MB is pretty good, but it takes some practice getting it right so that it doesn't just smudge off. I use it over my foundation rather than under it. After I've applied my foundation or BB cream, I dab on MB with a brush until the lines are covered. Then, I gently powder over the top (dab, because it will move otherwise). Make sure the edges are blended or the product will appear white on your face. Some people may have had luck using this under their makeup but I didn't find it made much difference, and it actually moved around quite a bit and made my makeup look uneven. Instead, applying it the way I do, I find that it does a great job of "blurring" those fine lines (especially around lips and eyes). It also lasts forever this way.
