<li>INSTRUCTIONS: Insert the tissue paper confetti inside each balloon before inflating the balloon. Use helium to inflate if you want the balloon to float. Use an air pump if you do not want the balloon to float. Make sure the balloon is inflated to its maxmium size to achieve maximum clearness.</li>
<li>TIP: Gently rub the balloon on hair (best way), shirt, carpet or silk. This method creates static electricity which helps the confetti stick to sides of the balloon.</li>
<li>NOTE: Balloons do not come pre-filled with confetti. Easily fill the balloons with confetti by using a funnel or by hand.</li>
