1. The eye4.so (Vstarcam) is China Website, google is not operating in China, so the site may not included in its safety website database. 
2. The software for P2P IP camera it needs some specific protocol and port to work, some of the virus scanner may consider as dangerous behavior, so some virus scanner will report.
