1900mAh can charge to about 90%. As for the 2800mAh charger, it can charge to about 160% ( 2 X Charge)
For certain models like Samsung Galaxy Note/Tab. They have a higher battery capacity of 2500mAh. If you were to use 1900mAh, You can only charge about 60% only. So 2800mAh will be recommend instead :)

Note!
while charging. leave it on a flat surface and not in your bag. It would stress and bend the charger pin connector resulting it to be loose.

Do remove casing/bumper if the portable charger felt loose or not charging when its connected as some thick casing/bumper would affect it
Do hold firmly at the part nearest to the phone charging port when inserting. creating a straight line when inserting.
