They are not creamy at all. I would call them very slightly moist loose pigments. If you apply and wear these as you wood a loose mineral or pigment eyeshadow, you'll reap the rewards. This are intensely pigmented, gorgeous shimmery colors. The blue set and the pink/purple set are particularly outstanding. They are powdery: Apply with a brush, tap of the excess (worst on the top because of the sprayed overlay), and use a primer and/or base to help it adhere. I regular primer gets great results. A sticky base or primer will make the colors even more intense for evening or special occasion. These are very soft and blendable, and wear well. It's by far my favorite eye shadow. It stays on all day and doesn't crease. I use it with a primer. It goes on smooth. Its more of a loose powder.
