Add a Little Helium and Static Electricity

These party balloons are filled with colorful confetti and all you need to do is add helium. What's more, you can get the paper inside to stick to the "walls" by creating a little static electricity on the outside of the balloon. Just rub your hands on the inflated balloon, shake it a little bit, and the resulting static electricity will cause the tissue confetti to stick to the insides of the balloon.

PRO-TIP: Fill your jumbo balloons half way with regular air to get the confetti to stick to the sides (as shown) and top it off with helium to make it float. If you want the confetti to pool at the base and move with the balloon, skip the regular air and fill it wcompletely with helium. Looks cute both ways!
