This hoop is completely covered in our Aquatic Opalescent Transparent tape. We measure in outside diameter. The tape color morphs between blue and opal colors. The tape does look different based on lighting. I've included both indoor and outdoor pictures. This way you can see how it will look in shade and in the sunlight. All hoops come with one snap button connector which allows for your hoop to collapse and coil down for easy travel. Feel free to ask us any question you may have.
